Powered perimeter gates
| Health and Safety Executive - General Safety Notice |
| Department Name: |
Operational Strategy Division - Services Transportation and Safety Unit |
| Bulletin No: |
OPSTD 1-2011 |
| Issue Date: |
21 January 2011 |
| Target Audience: |
Landlord, Commercial owner or facilities manager of property with Powered Perimeter Gates |
| Key Issues: |
What you must do if you are the Landlord, Commercial owner or facilities manager of property with these gates |
Introduction:
The purpose of this General Safety Notice is to advise Landlords, Commercial owners or facilities managers of properties with Powered Perimeter Gates, what they must do to ensure the safety of people in the vicinity of such gates.
The advice below summarises the action you need to take so that the public, your staff, and other workers are not put at risk by the gate's design, construction, operation or lack of maintenance.
Background:
During the summer of 2010 two children died after becoming trapped in powered gates. They were trapped because:
- Their presence at the closing edge was not detected; and
- The closing force of the gate when they obstructed it was too high.
HSE issued two Safety Notices in 2010 giving some details on the risks and the protection methods needed. This detailed information is intended primarily for the gate industry, but it will help you check that the company or person you employ to maintain or install such gates is competent, as they should be aware of the content and be able to explain its details to you. These Safety Notices are available on the HSE website at:
Action required:
Following this guidance will help you comply with your legal duties under the Health and Safety at Work Act, and other related regulations.
Action to take:
- Check your gate is being maintained by a reputable company who regularly test the safety features of the gate to ensure they are set and working correctly - they should use measuring equipment to test closing forces. Keep a log of maintenance.
- Ask the gate maintenance company to show you how to release the gate in an emergency - this should be easy and quick to do. You may need to inform your staff or other users how to do this.
- Also ask them to show you the safety features including:-
- any safety edges (usually rubber "buffer" strips running the full height of the gate);
- light beams to detect a person or object in the way of the closing gate;
- the operation of the force limitation device (although this is unlikely to be enough to stop injury on its own);
- fixed guards at other areas e.g. where the vertical bars of a gate slide close to the vertical bars of a fence.
- If you are purchasing a new gate, check that the installer can show you the features explained above, and that they will CE mark the gate and issue you a Declaration of Conformity. If they are unsure about how to do this it may be a reason to doubt their competence.
General note:
Please pass this information to others who have this equipment on their premises.

DESIGN
We have a wide and varied selection of designs to choose from. Using either your unique design or a variation of one of our own we can manufacture whatever you require.
You will only purchase your Gates and Railings once. Don't compromise. You can have what you want at a price you can't beat.
MANUFACTURE
Our entire manufacturing process is geared to producing gates and railings. By using our hand made purpose built jigs we can reduce manufacturing times drastically and we pass this cost reduction on to our customers.
This is how we can produce a higher quality product at a lower cost.
INSTALLATION
The installation will be completed by the same person who manufactured your product, this reduces the likely hood of mistakes. This also reduces costs so this reduction we can pass on to our customers.
We can install all the necessary access control systems from intercoms to keypads, electronic strikes through to key less entry systems. We can provide a complete service.
This is another way in which we can produce a higher quality product at a lower cost.
TESTING
We have the machine to test your gates for force BS EN 12453 / 12445 and then we can transfer the readings to the in van laptop and print off the results and certificate. By having a laptop and printer in the van connected to the Internet it lets us look up most makes of automation or intercom instructions online off our database and even print them if needed for repairs for our customers
REPAIR
We can repair almost any gate, by any manufacturer. Our vans are a workshop on wheels, ready to perform most operations that are required out on the road. We even have Mig welders in the vans for on site welding repairs. We can solve any mechanical problem. With over fifteen years of installation experience our electrical fault finding is second to none!
SERVICING
We service and maintain electric gate automation of all kinds, servicing is now needed as owners of electric gate automation need to keep up to 5 years of gate automation servicing and force testing history records |
